Ran into a confusing panel at a remodel job the other day. Rewiring whole house and the HO did not want to spend the money for a panel upgrade. So I take the cover off and see their is 150amp breaker (coming off a 200amp panel) and and feeds the load management for the heat and water heater. But as I look more I see a 100amp breaker that is tied into the main lugs. So the 100 amps was back feeding the panel(the 100 amp breaker was on) that was feed by the 200 amp main. Needless to say I changed out everything, but the main and the 150 amp breaker, as I could not find one. Does anyone know why someone would do such a dumb thing?

We suggested running a new line form the meter to feed a new 150 amp panel to feed the load management, to make it right.

Oh the 150 amp breaker went into another meter the POCO owned.
