Building service question. 3#3/0 from utility that goes into a electrical meter that then goes into a junction box with 4#3/0 and 1#3/0 into a 400AMP?

Which is what you have here a pull box.
Has anyone done the comparison between what 312 requires for wire bending space and what 314.28 requires? E.g. size a cabinet/cut-out box as a bussed gutter to make splices, versus size an enclosure for the same splices using methods not mounted to the box. How do the minimum sizes compare?

Is there something in Article 312 saying that conductors passing through a cabinet or cut-out box without termination shall comply with 314.28? If not, I don't see how 314.28 is relevant to a cabinet or cut-out box.

In my opinion, as soon as you use a cutout box as a pull box, 314 applies. All of the junction and pull boxes I installed were listed as cutout boxes because they have a cover that "telescopes" over the enclosure.

Most currently produced Square D 200 amp main breaker "load centers" do not have six times the raceway size between line side terminals and wall adjacent wall of cabinet. Might be 9 or 10 inches but pretty sure is not 12.

Meter socket enclosures are even less distance, though 312 does allow even less bending space when there is lay in style lugs.

Since there is less likelihood of damage when terminating the conductors as opposed to pulling them through the box, Only the bending space in 312.6 is required. That bending space can become an issue when you add a KO to an enclosure that has factory KOs.
