Do you think theres a clash in opinion in the NEC between 310.15c-1 and 310.14 (2) exception when it comes to bundling conductors (specially for panelboards)?

No, the exception (the 10'/10% rule) when met overrides the derating requirements of the other section. This is typically applied to ty wraps in panels.
