i have an issue,i say 120 volt gfci protected pool light,in 1" pvc conduit,need only be 12" deep as shown in table 300-5 ?

Is this an article 680 application? If so 680 modifies the rules in Chapters 1-4. See 90.3 and then go to 680 for your answer.

Would that be 18 inches from the top of the pipe to the top of the dirt or would that be 18 inches from the top of the pipe to the top of any poured concrete or pavers that might be installed?
