Buried PVC box??

We were having a discussion at work today about buried PVC boxes. Here is the issue, are PVC boxes UL listed for wet locations allowed to be buried flush with the ground and if so where do we find it in writing that it is allowed? If it is not allowed where do we find it in writing that it is not allowed? Second can landscape lights be mounted on the cover of the PVC box? Agian where in writing can it be found.

Could you provide some more detail about the PVC boxes you are talking about?

In general, just because something is rated for a wet location does not automatically make it suitable for direct burial.

Are far as the landscape lighting question goes, my answer is "no" based on the limited information provided.

314.29 Boxes and Conduit Bodies to Be Accessible.

Boxes and conduit bodies shall be installed so that the wiring contained in them can be rendered accessible without removing any part of the building or, in underground circuits, without excavating sidewalks, paving, earth, or other substance that is to be used to establish the finished grade.

Exception: Listed boxes shall be permitted where covered by gravel, light aggregate, or noncohesive granulated soil if their location is effectively identified and accessible for excavation.
