Do these also shut off receptacles that are wired downstream of the "hot" receptacle? If not, I don't think that would have prevented this meltdown.

Why would they need to do so? They would not be line-loaded like a GFI protecting half a dozen 'downstream' receps. Each recep would have it's own protection.
 
Good grief, someone is actually working on that idea......here we go again, another AFCI-like caper..

Again, to those who propose Code changes to REQUIRE these things: (usually to serve their own desire to make money, not save lives/property)

Show me the historical data that shows such a huge hazard or loss of life that is going to cost unnecessary dollars to fight a so-called "problem"..justify the expense vs. property/lives saved.

These devices should be OPTIONAL, not forced upon every installation like AFCI's have been.

I'm still waiting to see PROOF that AFCI's have been the Holy Grail of electrical fire prevention. So far all I've heard froom sites like this one is how they nuisance trip and cause heat issues when grouped in panels. Imagine how much fun one of the new 84-circuit panels will be when stuffed with those infernal devices.
