He's insistent? Is he an electrician?
Thing is owner maybe thinks just the bus bar would be less expensive - thing he doesn't necessarily know is they are not readily available as a replacement component. Even if you could order one, there will be a lead time and may still cost more then if you bought same panel from stock and swapped parts out of it, presuming same panel or one close enough is still being produced. Which I do believe Square D still makes panel interior that will directly fit in the enclosure in the OP.
 
I think it will take you longer to drive there and figure out what it is, then go to the supply house and get a replacement, and then drive back then it will to swap out the innards of the old panel once you have the parts.

Maybe 4-6 hours? Plus parts.

I'd be inclined to swap out everything including the old breakers, especially if water got in.

If water got in, figure out why and fix that too.

IN the end I went out of my way to help this guy and when I got there he asked me to "rig" it up to work. He got upset when I told him how hard I worked to get to this spot in life and that I could not be apart of that. They had no power and he got really ticked off and reached into the panel and yanked a breaker to throw it to the ground but dodo bird didn't realize it had to conductors attached to it and when it snapped back it hit a breaker and knocked 2 of them loose and you could hear the arching in the box. I went and shut it off at the source and left.

Some customers want to learn the hard way because they dont want to pay to have it done right.

you are probably better off not having any dealings with this guy.

He cut off his nose in spite of his face. Good riddance, you don't need "customers" like that.

A few times I really wanted to ask customers like that "Since you seem to know so much about how this works and what needs to be done, why did you call me?"
