Bus duct clearences

Here is the situation...someone got a little carried away and made a second floor office addition bigger than what was expected.
The stairs that access the second floor are metal framed industrial steps that sit an inch away from the bus duct. My question is
this...is there a code that states the distance between a bus duct and an object? Does the 3 foot rule apply to this? Or should we
move the bus duct just for safety reasons?

Is this feeder busway or plug-in?

If it is plug-in, is there a plug-in position near these stairs? What is near the stairs and how is it positioned?

Are any bolts needed for torque blocked?
 
I can't see the photo. But I can say that bus duct is not, by itself, likely to require maintenance while energized. So you don't need working clearance for that. But if there is a plug-in (e.g., for a new feeder breaker), then that device will require working clearance. Does that answer your question?
