Bus tie for two different feeders

how do you to tie two different 13.8 kv Feeder from utility company to supply a Plant without using ring main units ( one feeder is the dedicated and the other is standby )

If it supplies a Plant, Isn't it a Service? Plus if one is a standby, that means if the Normal Side fails, The Standby will supply the plant through a Tie Breaker, Switch or Automatic means?

The point is that with the tie breaker if i am not mistaking on what basis do you determine where the bus is tie or its based on your requirements

From the image you posted, typically there is a key interlock only allowing two of the three low voltage circuit breakers closed at any given time.
