Bet the chances of it being new are high, unless maybe was similar occupancy before.
I don't know much about Eaton other than their CH and BR loadcenters, but if that were Square D panel (looks like probably a 277/480 panel in OP) and I were doing that project, I'd likely get a new panel and all the breakers for less than I could get just a few three pole breakers, if that is all that is needed.
