Bypass meter-sockets

I guess most residents never heard of a UPS ;). So my question about either type (horn or lever) is: Is it possible in any way to cut power to the main disconnect with one of these killers? What do emergency services do when they need to cut power to the building? Even in commercial, I'm imagining a sprinkler system running and no way to cut the power from outside short of pulling the disconnect at the pole...

Of course the only safe way is to hot pull the transformer fuse, but these type meters are no different that regular meters other then they give you a handle you can hit back down with a board or something long to turn off in an emergency, but as was said they are not designed to be used this way.

We have one POCO, (REMC CO-OP) here that supplies them (Milbank) even for residential. they also require a 200 amp minimum service size. our other POCO (NIPSCO division of Ni-source) who used to provide meter bases (non-bypass) now require us to provide them, there territory's inter twine and it can get confusing sometimes to figure out who gets which lol.
