The photo is a 120/240 single phase over 200A (Form 4S), which only needs the two line voltages for metering, just like a self contained meter....no need for a neutral. The CT secondary returns are connected to ground, so a neutral is still unnecessary. But, on a three phase or some other meter that requires a neutral voltage, it's much nicer to have a neutral terminal to connect the voltage wire to. But, we still would not bond it to ground for the same reason...parallel paths. Correct that legal and acceptable are not always the same. Best to check with the utility before wasting time re-doing it.
