I havn't encountered this particular situation yet, but when customers insist on using inefficient fixtures in the bathrooms instead of any primary fluorescent fixtures (ie: halogen vanities, incandescent cans..) I have passed inspections by installing a motion on/off sensor rather than a switch. This obviously wouldn't be very practical when using for a heat lamp...
Also, when were the plans drafted for this project? You may be exempt from ANY Title 24 regulations...
