Was told at a CEU class a few years back that in Philadelphia it is not allowed to install or take off a ground wire from the PECO meter socket. Anyway Comcast went thru the area and cut the outdoor shielded cable to install a fitting with a ground screw. From there they ran a #12 guage unsupported wire to a flimsy clamp that they installed on outdoor meter socket. I think they should have ran the ground wire just a few more feet to indoor service panel or copper water line. I emailed both Comcast & PECO. PECO wanted more info and Comcast never replied. Did anyone come across this in their area. Thanks.

As JGinIndy said, if electricians are installing the inter system bonding bridge as required, there should not be a reason for the communication entities to attach it to anything else.

I had a install tech go to town to get a split bolt to tie to my GEC when I had just showed him the Inner System Bond device I had just installed!

It seems these installers don't know what they are or for, seen that several times where a bonding system was provided and they went and grabbed a split bolt to the GEC instead.

Now that we are required to install an ISBT, there should be no reason for these others to install such clamps or bond to other objects.
But there is still some need to in older installations and a clamp on the meter enclosure or service disconnecting means is probably about the best thing they can do in that situation.
Many years back now, we had telephone guy run his grounding to a set screw EMT fitting at the main panel, loosened set screw wrapped his wire around it and tightened it again. Unfortunately it was no longer assuring good continuity to the EMT after he did this.

I never saw it myself, but I was told once about a cable installer installing a ground clamp on a plastic pipe.

They apparently are still not enforcing it where I live. I seem to be the only contractor in town putting them in. (ISBT)

I've seen tham attach ground clamp to a sill cock several times, yet you go inside and see there is non metallic pipe supplying that sill cock.
