Cable Guard a Wireway?

I am routing single insulated USE-2 conductors through this on a roof as a permanent wiring method in lieu of caddy blocks and conduit. Do I consider this a non-metallic wireway or just a guard? I think this meets the definition of 'or equivalent' under 300.5(D)(4). Do I need to consider a percentage of fill in this guard or derate for multiple conductors? I can't find anywhere that this is required.

That is not approved as approved raceway for permanent use. Also 300.5 is for underground installations.
