Cable in conduit

If you are running a feeder from the main to the breaker panel inside and you need to run it through a short piece of conduit to get down to the unfinished basement and then run over to the breaker panel, what is the best cable type. TC cable? Service entrance cable? What is allowed to be in a outside pvc conduit and then ran through an unfinished basement to get to the breaker panel. SER is not allowed to be installed outside in conduit correct? See picture.

I oversized my 2” lb to 3” to compensate. Are you also not suppose to take the whole cable way up to panel and not strip since wires have no markings.
Around here I see them strip and I remover doing it for my old boss 15 years ago.
 
You could put a female adapter and a cable clamp on the inside end and strip the enclosed portion.

Again, ask your inspector about stripping service cable. I'd prefer it to making unnecessary splices.
 
It is acceptable to run cable through "protective sleeves". This is done a lot on basement walls or other exposed portions with NM cable. In fact such sleeve wouldn't even be required to be made out of what is otherwise listed raceway.

Bending radius of the cable as mentioned can be an issue though in say an LB type fitting.

I don't recall every seeing SE cable that didn't have marked inners. Are you seeing that?
