Cable stripping

You cut through the insulation and cut the cable on a few of them. Cutting along the length of the cable helps a bit, it just takes practice...
 
Is there any chance of a line to line arc in a 480v with some exposed wire as shown ?
No. Personally I like the insulation to be right up against the terminal but that is not a code requirement. We use a sharpie to mark the exact length and after a dry fit if it's too long we trim the bare conductor to the proper length.

I do intentionally leave a bit sticking out so that the DE-OX is visible. Not that much but 1/8 inch is good.

My journeyman likes it done this way , he claims it allows the strands to spread and make a better connection

No offense to your J-man but that sounds like a bit of nonsense. I've never heard that one in nearly 40 years in this business and to me it's far from aesthetically pleasing which is part of the installation.
 
Most gear,breakers etc come with instructions coving recommend stip lenght.

Not sure how many people read them. Ask you j man for the installation instructions take them home and read.

No. The lugs are closer together than the stripped wires. But yes as bit shorter on insulation. You would find it’s faster to tighten lugs with Allen socket on ratchet wrench, or likely you have a torque ratchet wrench
