Cable terminations

There is a 3 phase oh meterbase - 4 wire cable with ground to main service disconnect. The bare conductor is NOT needed in meter or disconnect, does it need to be terminated? only code article(s) please. THANKS GEO

What is meant here, if Bob will allow me to add to his comment, is that you should give us your answer first. If you have looked around, and have not found an answer, then at least tell us what you have tried so far. We don't like to give away answers to homework or to test questions. But we will help you, if only you show us that you have given it a reasonable effort of your own first.
 
Thanks for the reply , it must seem as all my questions are of this type.
Because when I see things that are new to me and can not figure why someone would do this , I ask THIS IS NOT A TEST!
Again there is a meter base with an extra wire in the cable that is just laying there,(ground wire not to be there as per poco) I have been taught that all wires in a cable are to be terminated? SORRY If I am at the wrong place for these type of questions , I will stop. SINCERELY GEO
 
The 4th conductor is the Grounded Conductor. The NEC permits this conductor to be bare in services. The NEC also requires the Grounded Conductor to be installed to the service. Bonding of the Grounded Conductor to the meter enclosure is usually the method, so if there is a fault at that point, it will follow the grounded conductor back to the source.

Service entrance cable has 3 phase 1 grounded 1 bare 5 wires, and only 4 termination points we do not use a grounding conductor termination in the base here. GEO
