Again, as I mentioned, sometimes there are requirements "placed" in subsections that are not particular to the tittle of the subsection. In the case of 110.14 the wording is clear that " All splices and joints (one part of the sentence) and free ends of conductors shall be covered (the and is an additional requirement)..."
So yes, I do require the "free end of conductors" to be covered in some fashion.
