Cable tray used as EGC for parallel single conductors

My understanding per NEC: A single EGC, sized per 250.122 can be used when all parallel circuit conductors are run together in one cable tray. And, if bonded correctly, the cable tray itself can be used as the EGC. So why do clients insist on running an additional #4/0 in a cable tray? Is this strictly to ensure sufficient fault path for the parallel circuits?
