For purpose of calculating service size, is a heat pump considered an appliance or space heating equipment?

If you are thinking of applying 220.51 or 220.53 to a heat pump, I would say that it is not allowed.

For a standard service calculation, 220.51 requires space heating loads to be calculated at 100 percent of the connected load if a heat pump is considered space heating. 220.53 allows a demand factor of 75% if a heat pump is an appliance load. So is a heat pump an appliance load or space heating load?

220.53 says you can take 75% of four or more appliances OTHER THAN space-heating equipment or air conditioning equipment.

You cannot apply 75% to a heat pump.
 
If you look on 220 Part IV, as per 220.82(c) you can use 100% of the nameplate rating of the heat pump, or 100% + 65% if any supplemental electric heating.
