The National Electric Code is a MINIMUM standard. There is no "fudge factor" built in. As it says in Article 90.1 the only purpose of the code is safety. Installing the minimum will result in an installation that is "safe" (the building will not burn down) but may not be "efficient, convenient, or adequate for good service or future expansion...." As an electrical professional it is your responsibility to provide these other attributes; that the installation is not only safe, but convenient, efficient, and provides for future expansion. To install a service that is within three amps of the calculated load of a dwelling is (in my opinion) not meeting the other responsibilities of an electrical professional. There is more to being an "electrician" than just meeting the requirements of the electrical code.
