Is a vent light bathroom fixture considered fasted in place and able to apply the 75% demand factor of 220.53? Or is this included in the 3va per sqft general lighting load?

IMO, the bath fan is not an appliance and should not even be considered as a 75% reduction. That being said I guess one could make a case for it

I would typically include that in the 3VA/ft2 load. Most of these exhaust fans or exhaust/light combos use a fan under 100W.
