I’m dealing with a company from California and I think they were surprised we had a GFCI requirement for outside recepts.
Well they shouldn't be. You have to go back to the 2005 code to see any difference in the way 210.8 (B) was written, and even then it would have been required, unless they think that these systems are not "used by or accessible to the public". But that sentence was removed and hasn't been there for the last 2 code cycles that Ca. has adopted. They are either ignorant or have failed to keep current.

547.5(G) gets a little more specific for GFCI protection.

(G) Receptacles. All 125-volt, single-phase, 15- and 20-
ampere general-purpose receptacles installed in the locations
listed in (1) through (4) shall have ground-fault
circuit-interrupter protection:
(1) Areas having an equipotential plane
(2) Outdoors
(3) Damp or wet locations
(4) Dirt confinement areas for livestock

Yeah, sorry, I don't have to deal with 547 much.

You have to go back to the 2002 NEC to find any difference in 547.5 (G), which didn't have item 4 at that time. Other than that, it was still thus. So they are still nincompoops.
 
Based on some of the electrical work I have seen, the ag industry would be surprised that an electrical code exists. I don't think I have been to an agriculture site that still has Edison base fuse panels where I have not found pennies behind at least some fuses.

As for today in CA, we are on the 2017 CA electrical code which is based on the 2014 NEC. It pretty much applies to the same types of facilities as the NEC.
 
OP has another thread that is sort of a different topic, but I would guess is still the same installation for this question. It was a 120 volt receptacle at irrigation equipment. I don't see typical irrigation equipment fitting into the Scope mentioned in 547.1.
