This part is incorrect. The CSLB licenses contractors. The Department of Industrial Relations (DIR) certifies electricians. In California, contractor licensing and electrician certification are separate, essentially unrelated processes handled by different state departments.

Again, DIR not CSLB. dir.ca.gov

What he probably needs to do, if he wants to become a journeyman electrician, is either enroll in a qualified training program, or find a new job with someone who has certified journeyman and will walk hin through registration as an electrician trainee. Or better yet, both.
WOW!
Since when have you been correct regarding directives issued by
CSLB.

Seems like I've been correct since at least Oct 2 2006. That notice is from DIR, just like I said.

If I get a et card I may put Myself out of work if it is found that there are no licensed journeymen here, so I’m not sure what to do.
Find a C10 employer who follows the rules.

It seems you implied that I may still get work hour credit while working here under c10?
Just guessing here, but I think the CSLB is more likely to credit those hours than DIR. But that only helps you if you want to get your own C10 and run your own business.

This notice is over 16 years old, with several errors, and was not written accurately at the time.

1) 705B does not exist.

CA business and professions code has always started with section 7000, not 700.

2) www.dir.gov/ does not exist.

3) 415) 703-4919 does not reach the contractor state license board (CSLB).

This number may still be helpful, and is registered with department of industrial relations division of apprenticeship standards.

You can qualify without ever having an ET card. I went through about half the WECA ET program while employed by C-10s to keep my ET card active. Got my card without finishing the program.

You need 8000 hours worked to qualify, however they only go off the social security wage transcript you submit, but it only shows wages, not hours worked. As long as you have 4+ years worked with 2+ of those being under a c10, you'll get through. The more employers the easier it is.

Nowhere do they ask if the contractor was a c-10 or the hours worked at each employer. You fill in the hours worked for each task category, they don't care where those were worked, nor do they have a way of verifying.

The staff at the CSLB is very limited. But when a complaint is filed by a homeowner, the microscope is implemented.

How long ago was that? I read somewhere that they've been more thorough about looking up the employers in the last few years.
