Can a 200A Breaker Be a Service Disconnect

Which disconnect do you use that meets this requirement?

I like Square D products and was looking at the Q2200MRBE, but just got off the phone with Sq D and the gentleman said it comes factory bonded and is marked "Suitable for use only as service equipment".
I use a Eaton circuit breaker as the EM disconnect.

I'm not sure that is true. I've used these before and from recollection they still have the same neutral assembly with same bonding screw as the similar Q22200 enclosures have had for a long time. This unit came about with the 2020 code with the requirements for an emergency disconnect as well as the requirement for line barriers that came with that code. This the same design as the Q2200NRB from the past but has pre installed breaker with line barrier installed, bonding screw already installed and emergency disconnect label already installed. Is only available in a 3R enclosure as the emergency disconnect must be outside. The older Q2200 enclosures are still available but are no longer identified (at least according to the catalog) as service equipment which I believe the lack of a service barrier is likely the only reason why.
