Can an apartment AC be on a 30A breaker & have 20 amp simplex receptacle?

The manufacturer is indicating there 30A MOCP yet the unit comes with a 20A plug and also has an MCA of 20A.

I don't believe a 20A simplex receptacle is allowed on a 30A breaker yet it also seems strange to have a 30A receptacle when the plug is 20A.
 
No a 20 amp single receptacle cannot be on a 30 amp circuit. Since the MCA is 20 amps a 20 amp branch circuit with a single 20 amp receptacle would be code compliant.
 
Thanks but 30 amps is needed for inrush / tripping issues. Thoughts?
IMO no. It should start and run just fine on a branch circuit sized to the MCA. If it were hardwired without a factory 20 amp plug then you could use the 30 amp OCPD.
