I'm liking the theory that it's a switched mode power supply with no-load protection, but I don't think that it's a ground fault. There isn't usually a grounded trace on the PCB of a power supply, so a fault would have to be to something far off the board. I think a more likely cause is that the circuit is charging in such a way that the GFCI detects an imbalance and trips. I had a similar situation a few years back with some Phillips LED bars on a motion sensor that turned out to be on a GFI circuit and would trip every time they started.
