Can conduits pass through sub-cellar vestibule? or is this considered still a stairwell ?

we are installing (4) 2 inch conduits from one switchgear room to the next one and they are passing through a sub-cellar vestibule? Doors are left and right stair to the ground floor behind.
 
The way you describe it doesn't sound like a stairwell. If there's something that makes you think otherwise then perhaps it's too subjective to judge from here.

That said, it's only a problem to run through a stairwell if there's a particular building code against that, and as far as I know that only would apply to egress stairwells.
