FYI I have recently replaced that exact red main breaker its a Murray MD-T. I don't know the Siemens part # but I think the replacement I got was a equivalent Siemens part number. Murray was pretty common here you should be able to replace the breaker if the bus bar is ok.

I think Home Depot actually stocks that breaker in some of their stores.

I met the inspector, he was just concerned about safety, not altering the panel in this situation. I'm going to replace panel. Everything new. Thanks guys.
