Can I support Light Fixtures on Conduit racks? Does the code allow?

Please find the attached PDF of details which I created and a photo of transformer room ceiling. The photo was taken before installation of power racks. The transformer rooms have a curved ceiling and a curved ceiling beam. To support the fluorescent light fixtures I am mounting strut system on beams and then suspend rods to fixtures, however because the beam is curved is I am using a swivel connection to achieve a vertical drop down of fixture support rods.

My boss thinks implementing my idea would be a cumbersome task, so he is proposing supporting the light fixtures on existing conduit racks.
Here is my question; is this not a code violation?

If there is wire in there I believe it's a violation.
You can hang them off conduit if it is NOT a raceway

I think that OP was talking about hanging off a rack, assuming strut, that is supporting conduit runs. If supported by the strut rather than the conduit, shouldn't he be ok?

that was what I thought he meant too. and I agree there is no NEC violation in doing so.
