Can rigid metal conduits be machine-jacked or pulled under a roadway?

With a Ditch Witch Boring Machine. Lengths screwed together above ground then jacked or pulled? I witnessed this being done in NJ but I do not think it is right. It is not an installation method in the NEC or NEIS.
