If I were to guess at the author's intent (at least one of the authors) .... :)
In context of the article, regarding the application of the leniencies of Article 645, the wire methods of Chapters 1-4 are mandatory.
It was to make clear, that Article 645 was optional, and if Articles 1-4 (and the occasional inclusion of Chapters 7 & 8) are followed, Article 645 is not needed.
The statement you quote is only accurate in the context of the article.

I am confused because even if article 645 is optional in his situation. other articles may still apply.

The statement that only chapters 1-4 are required is inacurate. If for example article 604 manfactured wireing systems were installed. Then the provisioins of that article are required. Am I correct?

Chapters 1-4 apply generally to all electrical installation (which is why it's mandatory).
Chapter 5-7 supplement or modify Chapters 1-4 (so they are not mandatory in general, just when those conditions in those articles apply)
and Chapter 8 is not subject to the requirements of 1-7 except when specifically referenced (again not mandatory in general, just when those conditions in that article 800 apply).

I can see where the wording might have been modified to be more generally accepted.
