Can you tap a meter to add a sub panel?

I'm confused... Pv can do it... I need to add a pool sub-panel and to run a circuit is a PITA. So, I'm looking for an easy way. Does 230.33 allow this? I know we can do feeders.
 
Three issues you might address: 230.72, If both panels are in/on the structure you need to group the service disconnects. 110.14: You need to
connect the added conductors in a manner that's Code acceptable (Most 200 amp sockets are not rated for two conductors),
and 230.42, you need to confirm the load doesn't exceed the ampacity.

(If you are under the 2020 Code there may be issues I didn't address)

If you connect a panel to the line side of the MDP it isn't a sub panel.

Just to expand on what others have said....yes you can, but they would be service conductors so you would be adding a service disconnect.
See 230.40 ex#2. Generally service disconnects need to be grouped which might be a deal breaker. If this is a separate building or structure, perhaps 230.40 ex #3 could be of use.
