Canopy disconnect

I am going to wire lights under a stand alone canopy. Power is coming from a parking lot light. There is a 1kva transformer mounted on the canopy to step the power down. My question is this: Is a disconnect needed before the transformer?
 
Under the 2011 Code, a disconnect is not needed for the transformer itself, however, it's possible one would be required since for feeding a separate structure
 
Sounds like a potentially (no pun intended) hazardous set-up. Earthing?
IMO, you would need to address 250.30
I would not be surprised if a better plan might be lighting at the parking lot voltage.
