I havent had an opportunity to get back to this job yet. However when I do Ill check the insulation and take some r60s with me to change out. Also will check the connections thanks to all. I will post my findings after I complete this job. Thanks again

Connection is the last thing I would check. Why bother taking the fixture apart for nothing. Start with the lamp size. And see if it is a non IC can in insulation.
Four cans cycling on and off are Thermal Cutouts working. If the connection is loose just smacking the ceiling near the fixture will likely cause at least one of the lights to flicker.
