Cant find the code Tv power cord

I seem to remember reading that the flexable cord on a TV cannot be fished through a wall. I am having disagreements with other "tv guys" about installing new Plasma and LCD TVs on walls. They seem to think it is ok to fish the power cord through the wall instead of having an outlet installed.
Can anyone help out a low volt guy trying to follow the code.
 
Plasma and LCD TV's have created a whole new batch of violations. I've seen power cords and non CL2 cables run within the walls and all over the place. Seems like the guys installing this stuff have no idea about the NEC.
 
As electricians we are powerless to what other trades will do out of stupidity,and just when we seen what we thought was #1 someone out does it.I just removed a cord ran thru ceiling,down wall and pluged into a water cooler and cord from cooler pushed into the wall,other end pluged into power strip in IT room.For now thats my #1 but i am sure it will be outdone.I wish all buildings including homes had reinspect like every 5 years.That would stop some of this garbage work.
