i have once hooked up a ballast and had a similiar problem in a denists office.i changed the ballast and it worked but the doc said it stoped a day or two later and had flickered. i brought a new ballast and changed it it has work for years. the reason for it is a bad ballast it does happen. questions does the ballast you changed have a high enough output(t12 vs t8). another trick an old timer showed me but would not be approved by everyone. so here it is if disconnect the hot leg while the ballast has power going to it on 120 volt ckts you should get a spark if the ballast is still good. no spark equals new ballast. spark means check the bulbs again.
