Could someone tell me if the rules in this section apply to conductor sizing for capacitors tied directly to switchgear and not just at the motor?

I would say no. If you connect the cap at the switchgear, you size the conductors at 135% of the rated capacitor current, and you provide overcurrent protection for the capacitor and the conductors.

If you connect directly to a motor, you are relying on the motor overcurrent protection to protect your capacitor conductors, therefore, you have the additional requirement for sizing at 1/3 the motor conductors. (See the exception to B).
