Im putting in two 50 amp tesla chargers on a 208v service and i need to submeter them

will a leviton 1k240-1w sub meter work and do i need two sub meters since its two different breakers.

I have never used sub meters before

No reason you can't run a single feeder with a single meter on it and then branch out into the two chargers as long as the same entity is always paying the bill for both.

Would need bc ocpd downstream of the meter for each charger.

Are both chargers on the same two phases? If so couldn't you just run both circuits through one set of CTs?

I can put them on the same. I’ve never used a sub meter before so I don’t no anything about them

Why sub meter? only electric companies can bill for usage.
I don't know what any laws state but I know of a 40 residential and 3 healthcare units condo building (converted nursing home) in Hyannis, Massachusetts that has only one utility meter and 4 large Emon Demon cabinets that are used for billing purposes. A building manager uses Emon Demon billing software

some of the wording of these laws sound like saying billing not illegal but mark-up is
That is correct, as long as your billing with the correct city rates and have the verbiage in a lease agreement, then there is no reason you couldn't pass the charges off to the renters. Some states have a limit (Ca is $4.75) that limits the bill amount that you can charge for the actual bill, and that cost gets passed to renters as well.
