How do any of the things that affect premises wiring (fire, heat, physical damage, etc) know whether there are phones or computers at the other end of the cabling? Some install methods mix ethernet and voice phone wires in the same cable jacket. Voice over IP really puts this in nebulous territory. You could reference article 645, but that is an optional install method, so we'll still in ill defined territory.

Like many code rules, the difference is just an arbitrary line.

Article 645, where used, only applies within the "computer room".
