cat5e in concrete

I work within commercial buildings and I have been tasked with relocating existing data cables on a wall which is concrete block and the existing data lines are in conduit. Can I fish cat5e through a cement block wall without any type of conduit protecting it?

If you mean one side to the other then you may need to protect it from damage. If you are dropping it from above into the wall there should be no issue assume the ceiling is not a plenum. You would need plenum grade wire there.
