Note, my 2017 NEC does not have a (C) 1. No subparts to (C), just an equation.

Unless it's a shared conductor that only carries unbalance current, yes.

Since you said "circuits" plural, but "the neutral" singular, then you may be considering an MWBC. In which case a 3-wire 120/240V MWBC is only 2 CCCs, and a 4-wire 208/120Y MWBC is only 3 CCCs.
