And since when have ground rods been verifiable?
Does the inspector measure the length, put a stamp on the rod, and then verify the stamp once it has been driven?
How does he know you did not cut five feet off the end?

I've cut a few in my day. I know a contractor who told me when they started enforcing the use of two rods he starting cutting one in half to save a few bucks and the 4' rods go in much easier. I have heard that some inspectors will pull on the rods to see if they move.
 
Isn't there a way to test the existing CEE?

Yes, test as it try to find a connection elsewhere that would go to rebar, verify conductivity between the two. Is there an inspection/permit from the original install that would have a "ufer ground approved" note?

What is an acceptable level of resistance / impedance?

I have the same response, the inspector is within their authority to require that they witness it being installed.

I have not had that happen but they could.
