I will say yes it is legal since you have prevented moisture from entering the box. The funny thing is I have hardly ever open a wp box with a wp cover for a device and not sen water accumulated.

314.15 Damp or Wet Locations.
In damp or wet locations, boxes, conduit bodies, and fittings shall be placed or equipped so as to prevent moisture from entering or accumulating within the box, conduit body, or fitting. Boxes, conduit bodies, and fittings installed in wet locations shall be listed for use in wet locations.

Seen to many boxes with the bottom 1/4 full of water or high water marks. Weep holes or cut a notch in the gasket every time.

I like it but it does not say:

'Indoor use only'

or

'Suitable for damp locations'

I have used them before in this situation and I understand your issue however, I cannot believe that this install could be a problem.

I cannot find a code article that states a cover in a damp location without a device would need to have damp location rating. Even if it hasn't been tested for damp location why would it not be damp location rated. It's plastic--water cannot enter into the box--IMO good to go.

If you really are concerned about it then use one of these that are wet location rated. Just make sure you fill the holes---

It says its made to
Cover un-used boxes prior to fan or fixture installation. So it looks like if you intend to use it for that purpose, who could challenge you?

well, it's not gasketed, so it's probably not gonna fly for a damp location,
but it sure looks better than a red dot....and it's plastic, so it won't
corrode.... i'd be tempted to use it just for aesthetic reasons.

If it was designed for indoor use, it may not meet the exposure to the sun test, and just turn to powder in an outdoor installation.

It wont be exposed to sun under a soffit.

Can someone show me an article that demands a gasketed cover for a damp location. How many wall mounted fixtures are damp location rated and have no gasket? I see them all the time. What would prohibit this install. Must a cover be rated damp location?
