In searching through my 2005 this morning, I can't find reference to what I thought was required of ceiling boxes supporting luminaires in bedrooms, living rooms et al. I was under the impression that all such ceiling boxes had to be fan rated boxes regardless of the intent of the installer. My daughter is buying a condo in AZ and the builder is charging extra for fan rated boxes. Here in WI, I always use fan rated boxes in areas likely to have fans at some point. Am I wrong regarding a code reference?
 
Sorry but there is no code reference to support your claim. That being said I always support my boxes in bedrooms foyers, living rooms & dining rooms with 2x6 bracing behind the octagon box. This is not a required action unless there is a fan installed at the location.

One would think that if they were wiring for a future fan that they ought to plan fot it better.
 
Echoing John's sentiments, it isn't a bad idea. It may be a local requirement in WI, I know builders in Northern CA who spec them in because everyone is adding fans these days.

Yup.

What's next?
All rooms are required to have wall switch-controlled ceiling lighting outlets (210.70 et al)?
