Ceiling/Floor heaters in condominiums

A gentleman asked me if he could put a ceiling fan in his ceiling. Problems: no crawl space, heaters are in his ceiling.
What Code articles refer to this situation?
Is this something that is possible to do without seeing where the heaters are?
Is it better to run some kind of ducting/wiremold for the ceiling fan wires?
What's the best way to support the fan?

Does the homeowner want to do the work, or did they ask you to do it? It sounds like you are in over your head and shouldn't even attempt this. And forget about the homeowner trying it.

I assume you are talking about radiant ceiling heat. If so, if you accidentally cut or damage one of the buried heating cables, you could have a real mess on your hands.

You mentioned that there is no crawl space, but is there an attic? It could be possible to do with an attic, but it won't be easy.
