That box is UL rated for 50 pounds. It won't be fan rated but it will certainly support a fan. I wouldn't bother with the 10/32's and I wouldn't lose any sleep over it either. I would of course make the decision on site to determine if the box was stable enough to support a fan.

If you access from above install a 2x6 the distance between the ceiling joist and then install an octagon box. Secure the bracket from the fan to the 2x6 and there is no problem. I rarely use a fan box. I wire all my chandeliers, fans etc. the way I described it so that my butt is covered with most fixtures. I have had ho's bring in a chandelier that weighs 75 lbs and must be independently supported from the box. That 2x 6 works great.
