Central Battery Inverters for Emergency Lighting

I have two questions about how to comply with Article 700 when using a Central Battery.
  1. 700.5(D) says the transfer equipment shall only supply emergency loads. But a central battery doesn't really have transfer equipment. It operates in parallel with the incoming utility power at all times. Does this mean the emergency power supply can also support standby loads?
  2. 700.3(F) requires provision for an alternate source during maintenance. Is an internal bypass sufficient to meet this requirement?
 
The Article 700 power system begins at the central inverter. No need to worry about ATSs. The central inverter can only power Article 700 loads.

Internal bypass is sufficient for alternate source IMHO. It doesn't ask for a wraparound bypass, it just asks for an alternate source from the inverter output.
