I checked with Fire Marshall today and FD MUST be called first. I am going to use a Knox-box and the problem is solved. Thanks to all of you for your input.

Do they charge for every response? Around here there is a charge only if you have more than 3 false in a 6 month time frame.

It depends where you are. We're in a large metroplex (3 main cities- 6 rural towns) and it varies. Some wait till your a problem, some 3 call per year, some 3 times in life, some only real fires.
